14 departments and one hundred programs

The situation in Morocco is somewhat paradoxical. The Kingdom has created over 120 social protection programs. And more than 50% of the total state budget is monopolized by social sectors in a broader sense. How can we then explain the mild impact of these programs on the population? "There is no global vision or tools such as the future unified social register." The eligibility criteria are unclear and the lack of accurate statistics makes it very difficult to assess the impact of social protection on the population, "said analyst Lahcen Daoudi, Minister of General Affairs and Governance,

The lack of accurate and complete data on social protection programs in Morocco has been reported by several stakeholders. Professor Driss Guerraoui of the Economic, Social and Environmental Council (EESC) calls for the development of national social protection accounts with the aim of strengthening program coherence and pooling resources.

The reform must also be based on a homogeneous management of social protection programs. Of the 120 programs available, there are actually about thirty public officials involved, of which 14 ministries and 8 organizations are under surveillance!

The general repair of social protection in Morocco, led by Lahcen Daoudi, is the subject of a study commissioned by the French company Finactu. His CEO, Denis Chemillier-Gendreau, recommends five main directions of work in his quality of social protection expert to succeed in this restructuring:

Ineffective coverage of the workforce

One of the main topics addressed during this conference is the social protection of the active population. Categories subject to specific social risks: loss of income temporarily or permanently due to illness, occupational accidents, occupational diseases, maternity, …

In this area, Morocco is rather a bad student: a very limited coverage of the active population, one of the lowest rates in the world of occupational accident cover, … Of the 12 million property in the kingdom, more than 6 million remain outside the area of ​​social security. Added to this is the low salary stability in the private sector: only one of two employees is declared to CNSS 12 months out of 12.

As regards compensation for loss of employment (IPE), "it will certainly evolve towards the release of eligibility conditions," says Said Ahmidouche, director of the CNSS. actuarial studies This institution has developed several scenarios to increase the number of beneficiaries of this contribution. However, as Ahmidouche points out, "The effectiveness of PEI depends on the financial means that the social partners put in. When it was launched, they chose a minimum of 0.57%.

Morocco is also lagging behind in terms of respect for international law. Several International Labor Organization (ILO) conventions have not been signed by the Kingdom, especially those concerning occupational injuries and occupational diseases. It lacks parameterization and segmentation models, and their coverage is actually ineffective, "said Alain Letourmy, social welfare expert and consultant FinAct.

Internal contradictions

Overall, 1. social security stakeholders have raised the boundaries of the existing system due to the lack of a real mechanism to address employment losses, occupational accidents and occupational diseases. In order to remedy this situation, it was particularly recommended to urgently review incentive and enforcement conditions that would increase the transparency and loyalty of employers in the field of social responsibility.

But the causes of evil are deeper. The social security system has in its heart unlikely inconsistencies, according to Said Ahmídouche's own acknowledgment: "The CNSS does not care about work accidents or occupational diseases. This is one of the symptoms of our protection system, because the world's first risks are covered by social security, work injuries.

Under these conditions, our social protection system should be literally rebuilt in its most basic principles instead of restructuring existing mechanisms that have long demonstrated their limits in terms of social protection for employees. While the Ministry of Labor – largely absent from these meetings – the Council of the Government passed the Regulation on Social Security for the Unemployed (TNS), a population estimated at almost 6 million people in Morocco …
